EU to train Niger forces to fight al-Qaida

BRUSSELS -- The European Union agreed Monday to a two-year, $10.7 million mission in Niger to train the African country's security forces to fight al-Qaida.

The mission will comprise 50 international staff members and 30 to be hired locally, the EU said.

The commitment signals the depth of EU concern over the growing threat Islamist militancy poses to the Sahel region in central and west Africa. Exemplifying the threat was the recent rebel takeover of northern Mali, which borders Niger.


The region has seen an influx of weapons and fighters flowing into the region after last year's revolt in Libya that ousted Moammar Gadhafi.

"Increased terrorist activity and the consequences of the conflict in Libya have dramatically heightened insecurity in the Sahel," EU foreign policy chief Catherine Ashton said.

"European experts will train (Niger's) security forces to improve their control of the territory and regional co-operation," she said in a statement.

The mission will be based in Niamey, with liaison officers in Bamako, the capital of neighboring Mali, and Nouakchott, capital of Mauritania.

The international staff will mostly be civilian security trainers from EU member states. The team will also have military expertise, EU officials said, but gave no further details.

Mali's March 22 coup precipitated the fall of the country's north to a mix of secular and Islamist rebels, who now control a desert region the size of France.

The rebel takeover has emboldened al-Qaida's north Africa wing as well as other foreign militants, including Nigerian fighters from Islamist group Boko Haram.

Officials in Niger, a major uranium exporter, said last month that plans for the EU mission had been brought forward because of the threat of militant attacks from Mali.

The Penn State student group that manages the area outside Beaver Stadium where students camp out for prime football tickets has changed the name of the tent city that spouts up the week before home games in Happy Valley.

The also-renamed Nittanyville Coordination Committee said Monday that student officers decided the name change would "return the focus to the overall team and the thousands of students who support it."

Late coach Joe Paterno was fired in November soon after his former assistant, Jerry Sandusky, was charged with child sexual abuse. Sandusky awaits sentencing after being convicted last month of abusing 10 boys. He has maintained his innocence.

An independent investigation led by former FBI Director Louis Freeh released a report last week that concluded Paterno and other top Penn State administrators concealed Sandusky's abuse to shield the university from bad publicity.

On its website, the student organization that runs makeshift campgrounds said that "since it was unlikely another coach would stay as long as Coach Paterno had, changing the name for each new coach would be impractical."

"Now, it's a new era of Nittany Lion football," committee President Troy Weller said in a statement released Monday. "And by changing the name to Nittanyville we want to return the focus to the overall team and the thousands of students who support it. We thank the Paterno family for their gracious assistance and support over the last several years."

Students at this year's encampment plan to donate some fundraising proceeds to a child abuse prevention and treatment center.

The tent city was dubbed Paternoville in 2005, and the student organizing group became an official university organization, recognized by the office of student affairs, the following year.

In April, Carl Akins of Big Sandy was diagnosed with stage-4 colon cancer.

"It had spread to my liver, it didn't look good. As we got into it we we're just amazed at the people that began to support us," Akins says.

He needed special care at Houston's M.D. Anderson hospital, but was told he had to have 28-thousand dollars just to get into the door. Family, friends and community held every fundraiser they could, but it wasn't enough. Then Akins son-in law, Garland Harroff, donated a surprise. His 1989 classic Camaro that he had spent 40-thousand dollars restoring.

"When we got the news, I thought it was the best thing to do at the time," Harroff says.

"It was so touching because the first man in my life was being helped by the man of my life now," said Garlands wife Leslie.

"What son in law does that? What son-in-law donates a car?" Akins says.

The Camaro was raffled at 17-thousand dollars. It was won by family friend?Dr. Cary Dan, who then pulled another surprise. He gave it back.

"There was no way I was going to keep that car so we dragged it on for?a few days until we got here in town and then let them know we weren't going to keep it. It was like Christmas day when we handed the keys back to Leslie and Garland," Dan says.

"I absolutely did not see it coming," adds Garland.

The gesture on the part of both men, is something Akins will always remember. With this kind of support, Akins feels he can't lose.

"You don't realize how much it helps until you're on the receiving end," he says.

Akins is in chemo-therapy for another 8 weeks, and fully expects to win his fight against cancer.

Today, the $100 billion space station is the product of five space agencies and 15 different countries working together to build the orbiting lab piece-by-piece since the first component launched in 1998.

Like the Apollo-Soyuz Test Project, the Soyuz TMA-05 mission will take two days to arrive at its destination, with docking at the station planned for early July 17. The Expedition 32 crew will divide its time between space station maintenance and a hefty allocation of science research.

"What I'm expecting is a lot of work," Malenchenko told SPACE.com. "Every day it's hours and hours, and it's my responsibility to do everything very well right on time and don't make mistakes, because before I start the work many people work for years on each of these experiments."

Here's a brief look at the astronauts and cosmonaut launching tonight:

Yuri Malenchenko: Malenchenko, 50, is a colonel in the Russian Air Force and will command the Soyuz spacecraft for Russia's Federal Space Agency. He is making his third trip to the orbiting lab as a member of an Expedition crew. A native of Ukraine, he flew his first long-duration spaceflight aboard Russia's Mir space station.

Malenchenko then flew on NASA's STS-106 shuttle mission to the International Space Station early in its assembly period. He later commanded the station's Expedition 7 mission in 2003 and served as a flight engineer with the Expedition 16 crew in 2007-2008. The Expedition 32 mission is Malenchenko's fifth spaceflight.

Sunita Williams: Williams, 46, hails from Needham, Mass., and is a U.S. Navy captain making her second long-duration spaceflight. She served as a flight engineer on an overlapping mission that spanned the Expedition 14 and 15 missions in 2006 and 2007, and traveling to and from the station on NASA space shuttles.

Williams currently holds the world record for most spacewalks by a woman (four) and the most time in space by a female astronaut (195 days). Akhiko Hoshide: Hoshide, 44, is an astronaut with the Japan Aerospace Exploration Agency and is making his second spaceflight on the Expedition 32 mission. An aerospace engineer by training, Hoshide first flew to the space station in 2008 during NASA's 13-day STS-124 shuttle mission to deliver Japan's huge Kibo laboratory module to the International Space Station.

The space station research to be performed by the Expedition 32 crew covers a variety of disciplines, from biology and human health to basic materials science and physics. Now that the football field-size laboratory is completely built, the astronauts working there can devote more time than ever to carrying out experiments.

"Through the remainder of this year, 200 experiments will be performed," said Tara Ruttley, associate program scientist for the space station at NASA. "Each of these investigations will provide knowledge that advances human exploration of space, and improves daily life on Earth."

In September, Padalka, Revin and Acaba will fly back home, and Williams will assume command of the space station. She will be the second female space station commander to date, following in the footsteps of NASA astronaut Peggy Whitson, who commanded the Expedition 16 in 2008.

"It's hard to say that I think I'll have any great challenges because we've got such a great crew," Williams said. "We're very easy to talk to each other. I think the open lines of communication will make being a commander pretty easy."
