City ready for first Premier League title defense

LONDON (AP) -After Manchester City secured its first Premier League title in a most dramatic finale last season, it was widely believed manager Robert Mancini would again spend big to usher in an era of domination in English football.

But the lack of action speaks volumes - City is yet to sign a single player less than three weeks before the transfer window closes.

Instead, the offseason has seemingly been used to seek stability at the club and consolidate. Mancini signed a five-year contract extension while captain and central defender Vincent Kompany has agreed to a new six-year deal.

"This Man City project was probably one of the most difficult projects in Europe to be part of, and so far we have all done a good job, even though a lot of people said it (success) wasn't going to happen so quickly," Kompany said. "I like the kind of characters that we have in our team. I like the challenges we have ahead of us. Now is the time to build the culture of winning; we are in the right time, we are in the right moment."

City has been linked with a number of players, notably Liverpool defender Daniel Agger and Arsenal striker Robin van Persie, who has said he will not sign a new contract with the London club with a year left on his current deal.

Mancini said on a preseason tour of Malaysia that he is not looking to make a mass of signings in comparison to previous years.

"I don't think we need 10 new players," the Italian said. "We need to improve some positions because it is important, but it is difficult to say now how many players. It could be two, three or one that arrive here, that can help the team to improve."

Mancini is focused on performing better in the Champions League after last season's group-stage exit. With Sheikh Mansour bin Zayed bin Sultan Al Nahyan having invested more than $1 billion since taking over City in 2008, a better showing is essential in club football's most prestigious competition.

"I think we need to improve for this competition," Mancini said. "To win, you should be in good form, be in a good moment. Clearly you should have a good team."

England midfielder James Milner agrees.

"Obviously we had a successful season last year, so we want to build on that," Milner said. "We want to improve in Europe as we were disappointed with our performance in the Champions League last year, so that's a massive thing for us."

Should City retain its Premier League title, the team will be hoping to do so in a more assured manner than last season.

The club went into its final match knowing that a home victory against Queens Park Rangers would be enough to hold off Man United, which had to win at Sunderland and hope City lost for it to retain the Premier League title.

United won 1-0, its match finishing before the game at City in which Mancini's side trailed 2-1 with only stoppage time remaining.

It seemed inevitable that United would win its 13th Premier League title, so much so that many fans were already celebrating in the stands.

But City striker Edin Dzeko equalized with a header before forward Sergio Aguero blasted a winner in the final minute. City had snatched the trophy out of the grasp of its illustrious neighbor to win the league on goal difference and for the first time in 44 years.

While that day will arguably never be bettered for emotion, City knows this season must act as a catalyst to win future titles. Of the 12 times United has won the Premier League, seven have come with a margin of six points or more over the team in second place.

It is that supremacy that City is striving for. Successfully defending the title wouldn't mean the end of Alex Ferguson and his United team's 20-year grip on English football, but it would send a signal they are facing their greatest opposition yet.

Updated at 3:45 p.m. ET: ALEPPO, Syria -- President Bashar Assad named a new prime minister Thursday to replace Syria's most senior government defector as his forces appeared to deal setbacks to the rebels in a?strategic district of Aleppo.

Assad appointed Health Minister?Wael Nader al-Halqi, a Sunni Muslim member of the ruling Baath Party from the southern province of Daraa, to head the government after Riyad Hijab fled Monday after spending only two months in the job. Daraa is where the 17-month-old uprising against the Assad family's rule began.


Hijab's dramatic escape across the border to Jordan dealt another blow to Assad's authority, already shaken by the assassination last month of four of his top security officials and rebel gains in Damascus, Aleppo and swathes of rural Syria.

Syrian troops on Wednesday pushed even farther into the key city of Aleppo where rebels are running short on much-needed supplies. NBC's Richard Engel reports.

But Assad, shrugging off such setbacks, seems locked in a desperate contest with his mostly Sunni opponents seeking to end half a century of Baathist rule and topple a system now dominated by members of the president's minority Alawite sect.

Assad has focused his fierce army counter-offensive on Syria's two main cities, reasserting control over much of Damascus before taking the fight to the northern commercial hub of Aleppo.

But blistering attacks on rebel positions from the ground and the air only appear to be slowly chipping away at the opposition's grip on its strongholds.

Rebels fighting in the Aleppo district of Salaheddine, a southern gateway to the city, said they had been forced to fall back from some frontline positions on Thursday by withering bombardment, which had reduced buildings to rubble.

"There have been some withdrawals of Free Syrian Army fighters from Salaheddine," rebel commander Abu Ali told Reuters, adding that rebels were regrouping for a counter-attack.

Another combatant said at least 30 people had been killed in Salaheddine, where fighting has ebbed and flowed for two days.

The state news agency also claimed that government forces had regained the area, but the situation on the ground remained fluid.

"It's difficult to know exactly what's going on because of the scale of the bombing, but the rebels are still fighting," Aleppo-based activist Mohammad Saeed told The Associated Press by Skype.

Meanwhile, state television in Iran, Syria's closest ally in the Middle East, said Tehran was hosting a conference of "friends" of Syria in the hope of finding a peaceful solution to the crisis.

NASSAU, The Bahamas -? Minister of Social Services and Community Development, the Hon. Melanie S. Griffin said a number of mechanisms have been implemented ?to assist victims and other persons who live in fear of domestic violence.?

These include the re-launch of a National Hotline, a national education and awareness campaign, assistance from the Family Services Division of the Department of Social Services and protection in the form of the Domestic Violence (Protection Orders) Act, 2007.

Mrs. Griffin said her Ministry has already begun addressing some of the issues with the launch of an education and awareness campaign under the theme: ?Domestic Violence is Everybody?s Business.?

?The campaign seeks to raise awareness on the issues of domestic violence, whether the victim is an adult, child, or senior citizen,? Mrs. Griffin said. ?The price of being raised in a violent family is one that is costly not only for the victim, but for the society as a whole. We recognise that violence is a learned behaviour and most often learned in the family.?

Mrs. Griffin said the campaign was launched in July and seeks to partner with churches, because of their wide audiences, and other groupings throughout the Commonwealth of The Bahamas to drive the message home.

?It is our hope that this campaign will end the tolerance of violence in families and inculcate a climate of peace, love and respect in our nation. We will continue to bring this message to churches, communities and civic groups and welcome any partnership for church or town meetings,? Mrs. Griffin added.

Minister Griffin said the Family Services Division of the Department of Social Services, Ministry of Social Services and Community Development, will also play a key role in the war on domestic violence.

?The Family Services Division serves as a support system to families experiencing domestic violence, while liaising with the Police,? Mrs. Griffin said.

?The Unit (also) assists the victim in securing shelter, food, travel and other essentials that may be required. Additionally, it also assists with the preparation of Protection Orders, if necessary, and arranges counselling for the family.?

?The Unit has also assisted victims of domestic violence in seeking employment in order to establish (some sort of independence,? Mrs. Griffin added.

Minister Griffin said the Domestic Violence (Protection Orders) Act, 2007,, is another ?mechanism? that has been put in place ?to save families and intervene in toxic relationships before they become even more toxic, or a fatality occurs.?

The legislation, she said, offers protection to men, women and children who are experiencing any form of domestic violence whether physical, psychological, sexual or financial.

?It enables persons to go before the courts in forty-eight hours. It criminalises stalking and harassment. It mandates the police to intervene and help the victims.

?Especially important, it can save relationships and the family because it gives a magistrate the power to mandate that the parties receive intervention and counselling, and lets the perpetrator of that violence know the consequences for him or her if they continue in their abusive behaviour that brought the victim to court for help,? Mrs. Griffin added.

Hydraulic fracturing poses substantial water pollution risks, analysts say

ScienceDaily (Aug. 6, 2012) ? Risk analysts have concluded that the disposal of contaminated wastewater from hydraulic fracturing (or "fracking") wells producing natural gas in the intensively developed Marcellus Shale region poses a substantial potential risk of river and other water pollution. That conclusion, the analysts say, calls for regulators and others to consider additional mandatory steps to reduce the potential of drinking water contamination from salts and naturally occurring radioactive materials, such as uranium, radium and radon from the rapidly expanding fracking industry. The new findings and recommendations come amid significant controversy over the benefits and environmental risks associated with fracking. The practice, which involves pumping fluids underground into shale formations to release pockets of natural gas that are then pumped to the surface, creates jobs and promotes energy independence but also produces a substantial amount of wastewater.

In light of their review of multiple possible water pollution scenarios, the authors say future research should focus mainly on wastewater disposal. "Even in a best case scenario, an individual well would potentially release at least 200 m3 of contaminated fluids," according to doctoral student Daniel Rozell, P.E., and Dr. Sheldon Reaven, Associate Professor and Director of Energy and Environmental Systems Concentration in the Department of Technology and Society, Stony Brook University. The scientists present their findings in a paper titled "Water Pollution Risk Associated with Natural Gas Extraction from the Marcellus Shale," which appears in the August 2012 issue of the journal Risk Analysis, published by the Society for Risk Analysis.

Disposal of the large amounts of fracking well wastewater that is expected to be generated in the Marcellus Shale region -- which covers approximately 124,000 square kilometers from New York to West Virginia -- presents risks from salts and radioactive materials that are "several orders of magnitude larger" than for other potential water pollution pathways examined in the new study. Other water pollution pathways studied include: a tanker truck spilling its contents while transporting fluids used in the drilling process going to or from a well site; a well casing failing and leaking fluids to groundwater; fracturing fluids traveling through underground fractures into drinking water; and drilling site spills at the surface caused by improper handling of fluids or leaks from storage tanks and retention ponds. The disposal of used hydraulic fracturing fluids through industrial wastewater treatment facilities can lead to elevated pollution levels in rivers and streams because many treatment facilities "are not designed to handle hydraulic fracturing wastewater containing high concentrations of salts or radioactivity two or three orders of magnitude in excess of federal drinking water standards," according to the researchers. The wastewater disposal risks dwarf the other water risks, although the authors say "a rare, but serious retention pond failure could generate a very large contaminated water discharge to local waters."

In trying to understand the likelihood and consequences of water contamination in the Marcellus Shale region from fracking operations, Rozell and Reavan use an analytical approach called "probability bounds analysis" that is suitable "when data are sparse and parameters highly uncertain." The analysis delineates best case/worse case scenarios that risk managers can use "to determine if a desirable or undesirable outcome resulting from a decision is even possible," and to assess "whether the current state of knowledge is appropriate for making a decision," according to the authors.

The authors note that "any drilling or fracturing fluid is suspect for the purposes of this study" because "even a benign hydraulic fracturing fluid is contaminated once it comes into contact with the Marcellus Shale." Sodium, chloride, bromide, arsenic, barium and naturally occurring radioactive materials are the kinds of contaminants that occur in fracking well wastewater.

If only 10 percent of the Marcellus Shale region was developed, that could equate to 40,000 wells. Under the best-case median risk calculation that Rozell and Reavan developed, the volume of contaminated wastewater "would equate to several hours flow of the Hudson River or a few thousand Olympic-sized swimming pools." That represents a "potential substantial risk" that suggests additional steps should be taken to lower the potential for contaminated fracking fluid release, the authors say. Specifically, they suggest that "regulators should explore the option of mandating alternative fracturing procedures and methods to reduce the wastewater usage and contamination from shale gas extraction in the Marcellus Shale." These would include various alternatives such as nitrogen-based or liquefied petroleum gas fracturing methods that would substantially reduce the amount of wastewater generated.

With more than 50% of its current population under 25 years of age, India?s great ?demographic dividend? needs to change a few habits?immediately?or it might be too late.

India is on its way to becoming the most populous nation in the world by 2025, surpassing China. By 2050, the number of Indians older than 65 will cross 200 million from about 80 million currently, while the number of Indians older than 80 will be at 43 million, second only to China.

According to a survey by HSBC titled, ?The Future of Retirement?It?s Time to Prepare,? by 2050 India?s elderly will equal the number of its children for the first time ever. Furthermore, a United Nations study points out that, in line with the global trend of increased life expectancies and declining fertility rates, old-age dependency ratios will increase, particularly in developing countries like India.

Quite clearly, greater resources will need to be set aside for the elderly. There is a ?significant requirement for retirement planning, both at the individual level and for the Indian population as a whole,? says Canara HSBC OBC Life Insurance?s appointed actuary Chirag Rathod. ?This requires increased awareness as a society about the need for proper retirement planning and the real threat of outliving your savings.?

Given the sheer scale of this impending demographic shift, India?s plan?or the lack of one?to take care of its elderly deserves a closer look.

Current Retirement Accounts
India doesn?t currently have a broad Social Security plan like the United States, but policymakers have created some retirement-focused savings vehicles.

Established in the 1950s, the Employees Provident Fund is most similar to the U.S. Social Security program, but its coverage is much more limited. Participation is compulsory only for employers with 20 or more workers and for workers who have a basic salary of more than INR 6,291 per month. Both employee and employer contribute an equal amount (either 12% of basic salary or INR 780) to the individual?s EPF account, on which participants get a fixed interest rate. The EPF falls under the purview of the Employees Provident Fund Organisation, which has traditionally given the responsibility of managing these funds to state-owned or government-backed lenders.

The EPF is not without its problems. The first is reach: It covers only the organized, formally employed segment of the working population, while the vast majority of Indians?including entrepreneurs, self-employed businessmen, the agricultural labor force, and others?work in the so-called unorganized sector. In addition, even though the government offered a high interest rate in the early years of the plan, yields have since come down. Although the EFP?s automatic contributions instill investing discipline on workers, participants can withdraw their savings after leaving their current job in lieu of transferring their account to their next employer, in the process dealing a big blow to their retirement savings potential.

In a move away from the defined benefit EPF, the Indian government established the National Pension Scheme in 2009 in an attempt to create a defined-contribution plan along the lines of the 401(k) in the United States. However, unlike the 401(k), which is offered through employers in the U.S., any Indian citizen between 18 and 60 years of age can invest in the NPS, which is administered to individuals through point-of-presence service provider outlets, which act as collection points.

NPS participants can exercise some control over how their contributions are invested. The government has defined three asset classes: 1) E?high return/high risk, which invests in predominantly equity market instruments; 2) C?medium return/medium risk, which invests in predominantly fixed-income instruments; and 3) G?low return/low risk, which invests in purely fixed-income instruments. Participants can choose to invest their entire amount in the C or G asset classes, but only up to a maximum of 50% in equity (class E). In case participants are unwilling or unable to exercise a choice regarding their investment strategy, funds are invested in accordance with an auto-choice option across the asset classes in percentage allocations prescribed by the Pension Fund Regulatory Development Authority depending on the participant?s age.

Although many feel that the NPS is a broad step in the right direction, a few wrinkles still need ironing. First, the Indian government has launched probably the cheapest financial product in the world, setting a charge of just 0.0009% in management fees. Although low fees are great for investors, it?s no wonder the government-appointed funds for running the NPS aren?t especially motivated to promote wider adoption of the scheme. Second, the mandatory requirement of purchasing an annuity upon reaching the retirement age goes against the scheme for the simple reason there aren?t any annuity providers to speak of due to an underdeveloped annuities market in India, which further complicates the matter.

On a hopeful note, the Pension Fund Regulatory and Development Authority Bill, which is seeking to set up an authority to regulate retirement funds, is also aiming to allow foreign investments in the pension sector. Once this happens, foreign companies would also be able to manage pension funds, providing investors with more options for increasing their savings.

However, the policy reforms have been deferred time and again due to a lack of political consensus, publicizing the central government?s vulnerability and reluctance to hasten decision-making for fear of angering coalition partners.

Planning Hurdles
In such a scenario, the absence of a broad Social Security system is made worse by the fact that retirement planning is not a top priority for most Indians. According to HSBC?s survey, even though India has a higher savings ratio compared with other countries, this is skewed toward saving for children, which accounts for 35% of savings. This money is typically set aside for marriage (especially in the case of a female child) and education. Meanwhile retirement funds account for only 12% of one?s total savings.

Moreover, says HSBC, traditional social structures such as joint families and extended community support post-retirement are becoming less relevant as a society in flux embraces rapid urbanization, leading to an increasingly significant need for individual retirement planning.

Mumbai-based financial planner Harsh Vardhan Dawar of Wealth Cafe Financial Advisors agrees, noting that ?Our parents? generation tended to depend on their children. But people don?t have that mind-set anymore.?

Dawar says various studies estimate that more than 35% of the elderly in urban India alone depend on their children for support at present, but that?s set to decrease dramatically with the current generation of youth. ?This trend is expected to grow with a larger percentage of the current working generation preferring to build their own retirement corpus and not leave things on their children,? he says.

He estimates that only about 3%-4% of the population depend on government-funded programs/welfare schemes and corporate pensions. For most, the government-funded programs are not very popular and do not provide adequate support in any case. Rural development minister Jairam Ramesh earlier this year famously described one such welfare program?the Indira Gandhi National Old Age Pension Scheme, under which INR 200 a month is given to 30 million people over the age of 60 who are below the poverty line?as an ?insult to the dignity of the individual.?

Another 17%-18% of the population depend on their own investments, Dawar estimates. Even here, the instruments used are typically undifferentiated savings products such as fixed deposits or small savings plans run by the government, says HSBC?s Rathod. ?While there is awareness of life insurance as a category and to a smaller extent pension plans from life insurers, their usage has largely been driven by specific tax exemptions available on these investments rather than as an outcome of detailed financial planning and retirement accumulation,? he says.

Traditionally, there has also been a significant reliance on nonfinancial assets, such as residential property or physical gold, for creating the retirement savings pool. The social importance attached to bequeathing a residential property to one?s children is also one of the reasons why reverse mortgage schemes haven?t found many takers, says Dawar. Such products are not well-developed, either.

With a vast majority of the population still outside any sort of Social Security net, it?s up to financial planners like Dawar and his ilk to continuously reach out to potential customers among the ?middle and upper middle classes who can afford to set plans for their retirement independently. [High-net-worth individual] investors have enough funds and are less worried about the retirement phase,? Dawar explains.

Newer trends like retirement homes are catching on, but these projects are large-scale and take time. So far, some retirement homes have come up in satellite nodes around major metropolitan areas. But these private-sector initiatives have been taken up by only a handful of real estate developers and have yet to spread across the country. Although such changes are welcome and reflect the care a society affords to its more needy populations, the time for India is running out. According to a United Nations study, in less developed economies, older persons account for just 8% of the population, but by 2050, they are expected to account for one fifth of the population, implying that by midcentury, the developing world is likely to reach the same stage in the process of aging that the developed world has already reached.

Furthermore, the pace of population aging is faster in developing countries, giving them less time to adjust to the consequences of the demographic shift. Moreover, as the U.N. study points out, population aging in developing countries is taking place at lower levels of socioeconomic development.

By 2050, India?s favorable demographic profile could turn into an enormous burden on the country?s resources as people age and need health care and other services befitting the elderly.
