France, Germany at odds over pace of EU bank reform

NICOSIA (Reuters) - German reticence over how fast to centralize banking supervision in Europe stoked tensions with France on Saturday, which urged prompt implementation of a plan designed to tackle the financial crisis and help underpin the single currency.

Germany, which is keen to retain primary oversight for its regional savings and cooperative banks, had questioned whether the ECB should get the authority to supervise all 6,000 banks in the euro zone, arguing that it would overstretch the bank.

German Finance Minister Wolfgang Schaeuble reiterated this view on Friday, cautioning against expectations that a deal could be reached by the end of the year, a target set up euro zone leaders.

"My concern is always that you run the danger of creating expectations, also among financial market participants, that you then cannot fulfil," Schaeuble told journalists.

Officials in Berlin say it would be better to proceed more slowly with the reforms to ensure a water-tight system is put in place.

Investors are following developments closely, as handing powers of supervision to the ECB unlocks the possibility of direct aid to banks in Spain, for example, from the euro zone's permanent rescue scheme, the European Stability Mechanism.

"I don't see that there can be direct recapitalization through the European Stability Mechanism already by January 1," said Schaeuble, adding that strict conditions would be applied to such assistance.

In contrast to Germany, France, where economic growth has ground to a halt since late last year and where banks have investments in struggling countries such as Greece, called for quick action.

When asked if he agreed with Schaeuble that establishing the supervision element of a banking union by the start of next year was unrealistic, French Finance Minister Pierre Moscovici answered: "No."

"We can, and we have to, go fast. We must not waste time in resolving the euro zone crisis," he said, adding that joint supervision should apply to all the region's banks. "The euro crisis is affecting everyone in the euro zone, including Germany. It is not a question of rushing but we must keep up the rhythm of reform."

Establishing a common framework for dealing with problem banks would mark a departure from the previously haphazard approach taken by the euro zone's 17 members that has frustrated investors and helped drive up borrowing costs for weaker states.

A banking union foresees three steps: the ECB getting the power to monitor all euro zone banks and others in the wider EU that agree to the oversight; the establishment of a fund to close troubled banks; and a fully fledged scheme to protect citizens' deposits across the euro zone.

Given that day-to-day supervision of banks would remain the task of national regulators, some officials suspect that Berlin's real concern is that a banking union would see it paying the costs of propping up lenders in weak countries.

Joerg Asmussen, a member of the ECB's Executive Board that forms the nucleus of its policymaking, warned that a banking union could not work without a fund paid for by industry to cover the cost of closing banks and a deposit protection scheme.

Experts from think tank Bruegel delivered a similar message to ministers on Friday.

The close ties between governments and the banks they supervised and on whom they also relied to buy their debt, has dragged both ever deeper into crisis.

A banking union would break this link by making the policing of banks supranational and establishing central schemes paid into collectively to cover the costs of closing failed lenders.

Wal-Mart, the world's largest retailer, had been in talks with Related Companies to open a store that would have anchored the Gateway Two Plaza development in Brooklyn. A Shop Rite supermarket will instead occupy that space.

In a statement, Wal-Mart said it would continue to look for a site, adding that most New Yorkers want the discount giant to open a store in their city.

"We remain committed to bringing new economic development and shopping options to New York City, especially in the neighborhoods that need them most," Steven Restivo, Wal-Mart's senior director of community affairs, said in the statement.

Wal-Mart has faced opposition from some groups in New York that say it does not pay its workers adequately and would drive out small local businesses.?

European Union injects Euro 60 m into Sri Lanka


The European Union has injected Euro 60 million (around Rs. 10 billion) in a four-year Support to District Development Program (SDDP) that was initiated in June this year, to support four war affected districts of the country.

EU Sri Lanka Delegation Head of Operations Willy Vandenberge yesterday told the Daily FT that the program hopes to boost economic and social development in Ampara, Vavuniya, Mannar and Batticaloa Districts. This is a project for development cooperation and is between the Government of Sri Lanka and the EU.
Speaking on the sidelines of an awareness raising information campaign organised by the EU in collaboration with Sri Lanka Foundation, Vandenberge asserted that the SDDP was research based and had a six month research and data gathering period which would end this year.
The EU is currently working in partnership with Government Agents in the four districts and with the UN Agencies to prepare for its actual implementation early next year.
The reason why we chose the particular districts is because these are the areas that suffered most from the war, he said.
Even though the growth recorded in the north and east is impressive, according to Central Bank statistics, it is still a far cry from the comforts of development of the Western Province. Vandenberge stated that through SDDP the aim was not only to provide social services and small infrastructure, but also to encourage the SME sector to get the economy going. We are mainly focusing on institutional strengthening since the capacities of the people on the ground level are still below form. The intention is to implement higher standards which would ensure sustainability of our work beyond the four-year period, he said.
The EU is also supporting the country through its seventh research and technological Framework Program (FP7), which was initiated in 2007. While the seven-year program comes to an end next year, three institutions, namely the Ministry of Health, University of Kelaniya and International Water Management Institute, are benefited through six projects operated under the framework.

Worth a total of Euro 54 billion, the EU s main instrument for funding research activities, technological development and demonstration projects, FP7 is the wealthiest research program in the world.
It links up to the Mahinda Chinthana priority of moving towards a knowledge-based society, which is a very important tool for a country, Vandenberge expressed. While the SDDP program is more towards supporting institutional rural development, this takes on a bigger picture and is more ambitious than the former. The participants of the programs have a different profile even though they complement each other.
He estimated that some EUR 2-3 million had come into the country through the FP7 programs. Successful areas of cooperation in Sri Lanka for the projects mainly cover environment and health.
It is a program that has been designed for mutual benefits on equal partnership. Here we want to bring top level scientists together and make them work in research areas of common interest, be it water management, agriculture, or top technology in the area of forensic, nanotechnology, or nuclear cooperation, for safety purposes.
Since the existing program is coming to an end next year, the EU is now working on FP8, which would be in operation from 2014 to 2020.
For this, we hope to see stronger participation from Sri Lankans, he acknowledged. This is not to say Sri Lanka is not up to mark, but to know and assure that the country has more potential to work strongly on board.
The awareness campaign was attended by senior professors, former vice chancellors and deans of various faculties, and senior research officers from national and international bodies, as well as independent researchers.

Of the 20 computers that Microsoft's researchers purchased in?China, all of them ran a?bootleg?version of Windows and four of them were infected with a serious piece of malware called Nitol.

In?court filings?released on Thursday, Microsoft said a company called Hedy made the infected computer, and sued the Chinese businessman thought to be behind the company.

When Nitol infects a machine, that computer becomes one of many controlled by a remote server in what's known as a?botnet. Botnets use their strength in numbers to attack websites, steal information and commit thievery without the owner ever becoming the wiser.

In the court records,?Microsoft?described the practice of using pirated software, common among lower-tier computer manufacturers in China, as a perfect opportunity for cybercriminals to infect new machines.

The counterfeit programs cut manufacturers' costs, but often come preloaded with viruses or Trojans. Customers don't stand a chance.

The U.S. district court for the Eastern District of Virginia gave Microsoft the right to temporarily take control of the botnet's domain, 3322.org, a Chinese DDNS provider that Microsoft calls the single-largest home to malicious software on the Web.

Microsoft said it found "a staggering 500 different strains of malware hosted on more than 70,000 subdomains" on the site, from which attacks have been launched in the past.

Microsoft said most interactions between the United States and 3322.org are malicious.

This isn't the first time Microsoft has gone after cybercriminals. In an effort to protect its own brand's reputation, the Redmond, Wash., software developer has targeted major botnets called Waledac, Kelihos, ZeuS and Rustock, security journalist?Brian Krebs wrote.

Despite Microsoft's efforts, taking out one domain at a time may be like playing Whack-a-mole. Gunter Ollman, security company Damballa's vice president of research, said it's very possible that the malware will take instructions from another DDNS provider that hasn't been disrupted.

NEW YORK (Reuters) - U.S. stocks rose for a fourth straight session on Friday, a day after the Federal Reserve launched an aggressive bond-buying program to spur the economy, a move that could keep equities buoyed in the coming months.

Shares of Apple Inc , the largest U.S. company by market value, reached an all-time high, and Exxon Mobil , the second largest, hit a new four-year high. The small-cap Russell 2000 index hit a record peak.

Equities are in the midst of a run-up in which the S&P 500 has posted gains for four consecutive months, fueled by the actions of Europe's and the United States' central banks to keep interest rates low and stimulate their struggling economies.

The Fed said Thursday that it would keep up its aggressive bond-buying until unemployment falls. Chairman Ben Bernanke said he wanted to see a convincing improvement in the economy that could deliver sustainable job creation.

Bernanke's comments are" going to create an artificial floor on the market, meaning that we could see higher prices over time," said Paul Nolte, managing director at Dearborn Partners in Chicago. "Any correction that we get will be no more than a few percentage points."

The Dow Jones industrial average gained 36.51 points, or 0.27 percent, to 13,576.37. The Standard & Poor's 500 Index rose 5.49 points, or 0.38 percent, to 1,465.48. The Nasdaq Composite Index added 29.16 points, or 0.92 percent, to 3,184.99.

Bank of America-Merrill Lynch on Friday initiated a 2013 target of 1,600 for the S&P 500, a level that would represent a new high for the benchmark index.

The target "implies a 10 percent price return, where most of the appreciation can be attributed to earnings growth of 7 percent next year," wrote Savita Subramanian, head of U.S. Equity and Quantitative Strategy.

Energy and material stocks led the gains on Friday as the Fed's move boosted commodity prices. Miner Freeport-McMoran Copper & Gold Inc rose 2.7 percent to $42.92 and aluminum company Alcoa Inc advanced 2.2 percent to $9.84. The PHLX Gold/Silver Index climbed 2.9 percent to its highest since early March.

U.S. economic data released on Friday helped justify the Fed's decision to launch a third round of bond purchases to try to lower borrowing costs and spur growth.

A jump in the cost of gasoline pushed consumer prices up in August at the fastest pace in more than three years and squeezed spending on other items, threatening to further slow the already sluggish economy. Other data showed production at factories, mines and utilities dropped by 1.2 percent, the biggest decline since March 2009.

S&P Dow Jones Indices said UnitedHealth Group Inc will replace Kraft Foods Inc in the Dow Jones industrial average after the close of trading September 21. UnitedHealth shares rose 0.09 percent to $53.94 and Kraft slipped 0.5 percent to $39.93.

Home Depot , the world's largest home improvement chain, was up 2 percent to $59.50 after the company announced it will close all seven of its big box stores and cut 850 jobs in China.

Shares of Staples were up 2.6 percent to $12.27 after Fortune magazine reported that several private equity firms, including Bain Capital, are considering a buyout offer for the retailer.
